Underlay is used when "floating" a wooden floor to provide acoustic (sound control) properties and a vapourstop (condensation) barrier when installing to a concrete subfloor.

It is important to first make sure the floor is flat. Underlay is then laid to the subfloor and the floor installed on the underlay.
